Prof. Lior Zemer

Dean and Professor of Law at the Harry Radzyner School of Law, Reichman University

Professor Lior Zemer is Dean of the Harry Radzyner Law School at Reichman University in Herzliya and a scholar of intellectual property, jurisprudence and European Union law. He is also the founder and director of the university's M.A. Program in Law, Technology and Business Innovation, an interdisciplinary degree that bridges law, science, technology and business for both law and non-law graduates.

Before entering academia, Zemer worked at the European courts in Luxembourg as an assistant lawyer to Judge J.D. Cooke at the European Court of First Instance and to Judge S. von Bahr at the European Court of Justice. He earned his Ph.D. at York University in Toronto and went on to hold faculty positions at the law schools of the University of Leicester, the University of Birmingham and University College London. He has been a regular visiting professor at Osgoode Hall Law School in Toronto and at Boston University School of Law.

His book, The Idea of Authorship in Copyright, argues that copyright should recognize the public's participation in the creation of works. He has edited collections on intellectual property, emerging technologies and the ethics of copying, and his articles have appeared in leading journals including the Georgetown Law Journal, the Boston University Law Review, the Utah Law Review and the Harvard Journal of Law and Public Policy. In recent years he has opened a new field of inquiry, examining art and authorship in Nazi ghettos and concentration camps, a subject never before addressed in legal scholarship.

As dean, Zemer leads a school known for combining rigorous legal training with an interdisciplinary outlook. The law school offers dual degrees with business, government and psychology, a Ph.D. program, more than a dozen legal clinics, and research centers such as the Zvi Meitar Institute for Legal Implications of Emerging Technologies. It regularly ranks among Israel's top law schools in Bar exam pass rates.

Zemer has supervised doctoral and graduate students in Canada, the United States, the United Kingdom and Israel, and teaches intellectual property, digital copyright and jurisprudence.
